Line 2 - Wakelin Welch's letter to GW of 13 Jan. 1785 has not been found.
The reference to the Bank of England concerns the stock in that bank which Martha Parke (Patsy) Custis had received as part of her father's estate, and part of which had become a part of Martha Washington's disposable property upon Patsy's death. GW had been making efforts since late 1773 to sell the bank stock.
